Answer: Yes. CAPR 70-1 7.6.2 restricts awarding "the CAP Instrument qualification" to only CFIIs, which indicates the "instrument demo" endorsement in a CAPF 70-5A. Given this, and that the "G1000 IFR" endorsement does not require any approaches to be flown thus we are not asking that a non-CFII evaluates an approach, non CFII check pilots can award the "G1000 IFR" endorsement.
