CAP Crowdsourced Disaster Damage Assessment

All CAP members, cadets, and seniors... do you want to be involved in disaster response, regardless of where you live? Have you always wanted to serve during a mission, but felt you don’t get the opportunity because there are no disasters where you live, you don’t fly, or you’re not a member of a specialized team?

If you’re interested in supporting FEMA imagery-based damage assessments, you now have the opportunity. On behalf of the CAP Geospatial Program, all CAP members, including our international squadrons are eligible to apply and help.

Major Scott Kaplan Bio:

Maj Scott Kaplan, a volunteer Civil Air Patrol (CAP) member since 2018, is the National Program Manager for the National CAP Geospatial Program. He also serves the Deputy Commander for Virginia Wing Group 3, where he helps lead 550+ CAP members in Emergency Services, Cadet Programs, and Aerospace Education.  The CAP Geospatial Team provides situational awareness, data, and imagery for FEMA, National CAP leadership, and other state and federal agencies. During the past several years, the CAP Geospatial Team has helped visualize COVID-19’s impact on CAP members, provided damage assessments for multiple hurricanes, tornados, flooding, and fire disaster events, as well as ground-based imagery support for the 2020 Puerto Rico earthquake.  External to CAP, Mr. Kaplan has a background in cybersecurity, business, intelligence, disaster, and military operations. On a joint-duty rotation from the National Geospatial-Intelligence Agency (NGA), he is currently employed as the Senior Advisor to the Chairman, Civil Applications Committee (CAC) at the United State Geological Survey (USGS). He lives in Springfield, VA with his wife and two sons.
