S-Enc: CTG Executive Cadre Round 2 Applications OPEN

Phase 3 and 4 Cadets,

I hope this email finds you well! I am C/Maj Kaylin Pham, the CTG Commander (Select) for the 2026-2027 year. We are excited to announce that applications for round 2 for the 2026 CAWG Cadet Training Group Executive Cadre for the Summer Encampment are now being accepted. The job descriptions, prerequisites, and application process for these positions are outlined in the attached memo.

If you are a cadet officer who is interested in serving in one of these roles and you meet the minimum qualifications detailed in the attachment, you are strongly encouraged to apply. The positions available are:

  • Curriculums and Plans Officer

  • Operations, Deputy Advanced Training Squadron Commander

  • Support, Deputy Advanced Training Squadron Commander

  • Director of Administration

  • Director of Food Services

  • Director of Logistics

  • Director of Public Affairs

A cadet who applies to serve in one of the executive cadre positions displays their drive and dedication to CAP and the CAWG encampment program. 

We are returning to Camp Roberts (San Miguel, CA) for a 9-day Encampment that runs from 20-28 June, with a pre-encampment to be held at the same location on 17-20 June.

Additional Encampment related events are planned for the following weekends.

  • 27 Feb - 01 Mar 2026  – Executive Staff Retreat (ESR)

  • 27 Mar - 29 Mar 2026 – Cadre Selection Exercise (CSX)

 MEMORANDUM FOR CALIFORNIA WING CADETS 

FROM: CTG/CC (SELECT) 

SUBJECT: 2026 Cadet Training Group (CTG) Executive Cadre Applications 

1. The 2026 CAWG Summer Encampment, scheduled for 20-28 June with pre-encampment on 17-20 June at Camp Roberts (CAANG) in San Miguel, is now accepting applications for the following Cadet Training Group (CTG) Executive Leadership roles: 

a. Curriculum and Plans Officer 

b. Operations, Deputy Advanced Training Squadron Commander 

c. Support, Deputy Advanced Training Squadron Commander 

d. Director of Administration 

e. Director of Food Services 

f. Director of Logistics 

g. Director of Public Affairs 

2. These roles are open to any Phase III and IV cadet member in good standing who can perform the duties of the role with professionalism, consistent with Civil Air Patrol Core Values, the fundamental principles of the Cadet Program, and the purpose and goals of the Encampment. 

3. The following are the job descriptions and primary performance objectives for each role. Applicants must refer to documents CAPP 60-70 and CAWGP 60-70 to have a full understanding of the position for which they are applying. 

a. Curriculum and Plans Officer (CTG/XP) 

(1) Job Description: The Curriculum and Plans Officer manages the encampment’s instructional content and ensures the encampment meets the minimum required content. The CTG/XP works closely with the Enc/XP, but reports directly to the CTG/CC. 

(2) Primary Objectives: Investigating opportunities for tours, guest speakers, use of training facilities, etc., at the host facility. Programming the curriculum so that the encampment exceeds the minimum required content. Developing a plan of instruction for the classes and coordinating with the Enc/XP for tours, guest speakers, classroom facilities, etc. Developing and maintaining the encampment schedule. Creating a list of instructors (senior staff, cadre, or guests) for the courses; monitoring courses to ensure the students attain the learning objectives. Facilitating the student, cadre, and staff end of the encampment critique process. Updating the CTG/CC and Enc/CC on the instructional progress. 

b. Advanced Training Squadron Cadet Deputy Commander for Operations (ATS/CDO) 

(1) Job Description: The Cadet Deputy Commander for Operations is primarily responsible for coordinating, controlling and directing the training activities of ATS. The ATS Deputy Commander for Operations is directly responsible to the ATS Commander for the training and performance of all training personnel in ATS. 

(2) Primary Objectives: Leads the training of the training personnel in the Advanced Training Squadron at the encampment. Direct supervision and evaluation of the performance of the Advanced Training Squadron training cadre. Adherence to the established cadet training schedule. Compliance with the established encampment academic, physical fitness and training program. 

c. Advanced Training Squadron Cadet Deputy Commander for Support (ATS/CDS) 

(1) Job Description: The Cadet Deputy Commander for Support is primarily responsible for coordinating, controlling and directing the support activities of the Advanced Training Squadron. The ATS Deputy Commander for Support is directly responsible to the ATS Commander. The ATS Deputy Commander for Support works to supply all logistical and administrative needs of the Advanced Training Squadron. 

(2) Primary Objectives: Coordinating necessary logistical supplies for training activities of the Advanced Training Squadron. Creation of the Advanced Training Squadron schedule and adherence to the established cadet training schedule. Compliance with the established encampment logistic, administrative, and training program. 

d. Director of Administration (CSS/DA) 

(1) Job Description: The Director of Administration is primarily responsible for the oversight of areas concerning: scheduling (in conjunction with the CTG/XP), the assignment of cadets to their flights, staff and cadet rosters, graduation essentials, as well as any other administrative support needs of the CTG. The Director of Administration is directly responsible to the CTG/CDS but can be supervised by and take direction from the CSS/CS. 

e. Director of Food Services (CSS/FS) 

(1) Job Description: The Director of Food Services is primarily responsible for the coordination of the food service staff and functioning of the dining facility. They will work as a liaison between the caterer and encampment to ensure efficiency of meal service, remote meal distribution, and tidiness of the dining facility. In conjunction with the CTG/XP they will aid in scheduling of flights and staff through the dining facility. The Director of Food Services is directly responsible to the CTG/CDS but can be supervised by and take direction from the CSS/CS. 

f. Director of Logistics (CSS/LG) 

(1) Job Description: The Director of Logistics is primarily responsible for ensuring all encampment equipment needs are met. This is to include the oversight of linen distribution and recovery, personnel transportation, the upkeep of building essentials, the preparation and transportation of equipment needs, and the distribution and recovery of flight essentials. The Director of Logistics and their deputies will manage strike teams to coordinate department operations. The Director of Logistics is directly responsible to the CTG/CDS but can be supervised by and take direction from the CSS/CS. 

g. Director of Public Affairs (CSS/PA) 

(1) Job Description: The Director of Public Affairs is primarily responsible for the oversight of the weekbook, the production of the encampment daily newsletter, production of the encampment video, collecting and recording photographs taken throughout the encampment by the PA staff, as well as the audio/visual needs of the CTG. The Director of Public Affairs is directly responsible to the CTG/CDS but can be supervised by and take direction from the CSS/CS. 

4. The following eligibility requirements apply to these positions: 

a. Graduated from a CAP encampment as a student. 

b. Prior service as cadre at an Encampment. 

c. An understanding of encampment related documents such as: CAPR 60-1, CAPP 60-70, CAWGP60-70, etc. 

d. Attendance at all three encampment-related events (ESR/Feb 28-Mar 1, CSX/Mar 27-29, Pre- and Encampment/June 17-28) for their entire duration. 

5. All applicants must submit their application package no later than 8 February 2026 via email to (ctg@cawgcadets.org) and (kaylin.pham@cawgcadets.org). The application package shall include a cover letter, prepared in accordance with the business style letter (w/o letterhead) format presented on page 33 of the CAP Guide to Effective Communication (CAPP 1-2) and a resume. 

a. The cover letter should include the following: 

(1) Statement of the role being applied for. 

(2) Reason for wanting the role. 

(3) Qualifications for the role. 

(4) A statement of what the applicant wants to accomplish and contribute by serving in the role. 

(5) Any other relevant information. 

(6) A request for waiver of requirements, if desired, which may be granted at the sole discretion of the selection panel. 

b. Resume of your CAP career (accomplishments, positions held, CAP activities attended). Please add other relevant items that would pertain to the job for which you are applying. 

6. Applications will be accepted only via email and no CAPF 60-81 forms will be required at this time; all applicants must copy ("cc") their Unit Commander on their application email. Applications will not be accepted without a ("cc") to their Unit Commander. 

7. The following process will be used to select applicants for the above roles: 

a. The CTG/CC (Select) will contact applicants to set up an online interview. 

b. The interviews will be conducted by a selection panel which may be composed of any of the following: Encampment Commander, Encampment Deputy Commander, Deputy Commander for Support, Commandant of Cadets, Chief Training Officer, Cadet Training Group Commander (Select) and deputies. 

c. Each applicant will be numerically scored by the selection panel. The position will be offered based on the applicant’s qualifications and performance during the selection process. The scoring rubric will be made available prior to the interview. 

8. Applicants not selected will receive an explanation as to why they were not selected, including specific suggestions for areas of improvement to support their continued growth and development as a valued member of the Civil Air Patrol and are encouraged to immediately apply for another CTG role.
