CP Director Update

Welcome to the Cadet Programs section of the California Wing.  Our goal is to provide consistent opportunities for Cadets to achieve. Through events that focus on Leadership, Aerospace, Emergency Service, Drill and Ceremonies and Character Development, members can explore and learn ways to hone their skills to better themselves and our community. Some of the events we hold to facilitate this exploration are; Encampment, Integrated Leadership Program (ILP), Search and Rescue Exercises and Airshows.

Cadets, challenge yourself to do all you can to prepare to be a leader and to make a difference. Seniors, help provide a safe environment to assist Cadets in their growth and achievements. This can happen when YOU participate in the program, so sign up or volunteer and let’s do this together. Hope to see you at an event soon.

The information provided in the section will be updated each month.  It is here so that the membership can always be informed as to what is going on in their California Wing Cadet Program.

Distribution: Region Commanders Region DCS-CPs Wing Commanders Wing DCPs Unit Commanders Deputy Commanders for Cadets National Cadet Programs Team Preparing for 2026 Summer National Cadet Special Activities (NCSAs), Lift/Top Financial Assistance and Scholarship Applications  This announcement is to help you prepare to support your cadets and families for 2026 Summer NCSA, Lift/Top financial assistance and CAP Scholarship applications.   Cadets and parents will receive a prep email later today with the "What to do before you apply for NCSAs" information block.   On Mon. Dec 15, they will be notified when applications open.   Important Dates:   Dec 15 by 12pm Central: Applications for all programs open in Registration Zone Jan 15 at 12pm Central: Applications for all programs will automatically close. Jan 15: Unit and Wing Approval for Lift/Top and Scholarships due Jan 18: Unit and Parent Approval for NCSA Applications due Feb 1: Wing Approval and Highly Recommended selections due   NEW: Lift/Top and CAP Scholarship applications are now located in Registration Zone.   This setup makes Registration Zone a one-stop-shop for cadets and families to submit applications for NCSAs, Lift/Top, CAP Scholarships and USAFA Preparatory School Recommendations. Applicants receive an email notification after each submission, reassuring them that their application has been received. As parents/guardians link to the Parent/Guardian portal, they will also have visibility to the applications submitted by their cadets.   Unit and Wing approvals will be located in Registration Zone and appear in the Approvals module on the front page of eServices. This makes it easier for those leaders to review and make approval decisions in a centrally located module.   In the legacy module, leaders would often not see pending approvals or have to hunt for the approval section. As a result, some cadet applications for these programs were not fully approved, making them ineligible for consideration.   Lift/Top applications are simplified and easier to submit. As a needs-based financial assistance program, applicants no longer are required to upload the resumes and letters of recommendation. A Microsoft Form and optional upload make this application process easier.   Scholarships are organized under a primary Scholarship application in Registration Zone.   All scholarship applicants submit a primary Scholarship application and then select the scholarship(s) for which they wish to apply. Each individual scholarship is a sub-event under the primary. Applicants will complete each Registration Zone application and, where required, upload required supporting documentation.   Registration Zone provides us with prerequisite functionality to ensure minimum applicant criteria are met that meet the intent of our scholarship donors’ support. We’re also excited about improved reporting that can be delivered to Development at the end of our cycle.   2026 NCSA Course Catalog   We’re pleased to share an additional tool for cadets and parents to learn about all the NCSA opportunities Civil Air Patrol has to offer. While all activities are listed through ncsas.com, this newly developed NCSA Course Catalog offers members a resource where they can “flip through” and learn more about each activity. Squadrons can easily download this resource to use at unit meetings where internet access may not be available. Actions cadets and parents should take this weekend to prepare:   Update My CAP Health Review each section of the My CAP Health Profile in eServices. Make any updates to medical history including (but not limited to): health insurance, new medications, allergies, physical accommodations, and pre-existing conditions. My CAP Health must have been updated within 30 days of the application date in order for application to be submitted.   Complete Your Parent/Guardian Link Cadets should invite their parent/guardian to link to their eServices account. Digital Parent/Guardian approval is required to be considered for NCSAs. Instructions and how-to videos are located on the Parent/Guardian Portal page here.   Recorded Informational Webinar:  Summer NCSAs, Lift/Top and Scholarships   This 13 min recording will be shared to cadets and families after applications open for those that would like a resource on-demand.   Video: How to Submit NCSA Applications in Registration Zone   This 5 min video will be sent to cadets and families after applications open. Please take time to review this video so you are best prepared to support them. Important Unit and Wing Approval Facts:   Unit and Wing Approvals are done in Registration Zone.  Cadet Programs Conference 2026 – Register Now

 

CPC’26 is California Wing’s premier event for cadets and Cadet Programs Officers. We are expecting over 500 participants this year at the Pali Retreat. Programming will again be world-class, with leaders from across Civil Air Patrol joining us and the USAF Band of the Golden West’s Mobility ensemble returning for a private Saturday evening concert.

Attendees will enjoy the same outstanding facilities and outstanding buffet meals as last year, plus the zip line, exceptional seminars, hands-on activities, and exclusive leadership experiences.

CPC’26 takes place 13–16 February 2026, and there is still space for every interested cadet and senior member. I encourage you personally to attend.  I look forward to seeing you there!

 Exclusive Opportunity for Phase IV Cadets – Legislative Day 2026

 

Col Newton is inviting up to three Phase IV cadets (C/Capt and above) to travel with the CAWG executive leadership team to Washington, D.C., and represent California Wing during Civil Air Patrol’s Legislative Day.

Dates: 25–27 February 2026

Cost: CAWG will cover flights and hotel

Requirements:

 

• Full service dress, Compliance with CAP grooming standards, Ability to travel on the listed dates

 

C/1st Lt Nobuyuki Cabrera from San Francisco Cadet Squadron 86 has been selected as one of only four cadets from Pacific Region and one of only twenty cadets nationwide to attend the Civic Leadership Academy and will be on the CAWG contingent for Legislative day. We will schedule interviews shortly thereafter.

 CAWG Email Transition – What to Expect

 

California Wing is transitioning from Microsoft 365 to Google Workspace. This shift includes new tools for email, video conferencing, file sharing, and collaboration.

Due to licensing constraints and the size of our Wing, we are moving to two domains:

 

• Seniors: cawgcap.org

• Cadets: cawgcadets.org

 

Because the CAWG cadet population exceeds 2,400 members, and licensing is capped at 2,000 accounts per domain, only Phase II cadets and above (those who have earned the Wright Brothers Award) will receive a cawgcadets.org email address. Cadets below C/SSgt will continue using their personal email listed in eServices.

We expect some challenges during this transition. Please be patient and help us share information broadly while we fine-tune aliases, implement training, and stabilize communications Wing-wide.

 National Headquarters Notices

 

CAP National Headquarters has issued updates on:

 

• National Flight Academy requirements

• Applications for Summer 2026 National Cadet Special Activities open on December 15, 2026 and will close January 15, 2026.   Cadets planning to apply for National Flight Academies (NFAs) must have the FAA Third Class Medical (or higher) and the student pilot certificate at the time of application.   Applicants will not be able to submit an application for these NFAs without these documents. No exceptions will be made.   Cadet Programs is communicating this requirement in advance to give cadets time to make appointments with an Aviation Medical Examiner (AME) to secure the required 3rd Class Medical and acquire an FAA approved Student Pilot Certificate.   A signed, temporary student pilot certificate is a valid certificate while you are waiting on the official plastic certificate, and will meet the requirement for application.

• Curry Uniform Vouchers and Cadet Kits

  Previously we shared that the Curry Uniform Voucher and Cadet Kits programs were paused during the government shutdown. We are excited to announce they are back! Details on each program are below.   Curry Uniform Vouchers   Curry Uniform Vouchers for cadets earning the Curry Achievement on or after September 30th, 2025, will be issued by CAP’s uniform supplier, Vanguard, this week. Vouchers are sent to the Cadet, Parent, Deputy Commander for Cadets, and Unit Commander. They are valid for 45 days and cannot be reissued after expiration.  Cadet Senior NCO School – 30 January to 1 February

 

Senior NCO School (SNCOS), the fourth course in CAWG’s Integrated Leadership Program, will be held at Camp San Luis Obispo, CA.

SNCOS provides foundational training for cadet NCOs preparing for enhanced leadership roles at the squadron and group level. Instruction includes:

 

• Dynamic Speaking

• First Sergeant responsibilities

• PT leadership

• Drill & Formations

• NCO Support Channel leadership

• Transition preparation for becoming a Cadet Officer

 Encampment 2026 – Dates Announced

 

We are pleased to confirm the dates for the 2026 CAWG Summer Encampment at Camp Roberts, CA:

 

• Pre-Encampment: 17–20 June (cadre and senior staff)

• Encampment: 20–28 June (students arrive afternoon of 20 June)

 

Applications for the 2026 CAWG Cadet Training Group Commander are open. The prerequisites and application process for this position are outlined in the accompanying attachment.

 For more than 50 years, our CTG has upheld the highest traditions of training within the California Wing. CTG Commanders embrace the challenge of advancing their leadership, drawing on the skills developed throughout their CAP cadet careers in an environment defined by presence, honor, and unwavering ethical standards. Each Commander serves a one-year term, irrespective of the number of encampments conducted. During that year, the Commander is expected to attend the full in-person summer encampment and participate in all CTG inspections and graduation ceremonies for any additional encampments held within CAWG.

 Additional CTG Executive Cadre roles will open for application soon.

 Please see the attached memorandum for full details on the Cadet Training Group Commander role and application process. Application packages must be emailed to the Commandant of Cadets (ctg@cawgcadets.org) no later than 5 January 2026.

• Cadet Adjutant (interview required)

• Cadet judges, marshals, and operations assistants

 A Look Back at 2025 – Thank You to Our Volunteer Leaders

 

As we close out 2025, I want to express my deep appreciation for the remarkable senior leaders whose efforts made this year one of our strongest ever:

 

• Lt Col R.C. Bitting – Led a highly successful Cadet Officer Basic Course, energizing our cadet officer corps.

• Lt Col Michael Samuel – Delivered a revitalized CAWG Cadet Competition with a 50% increase in participation.

• Major Jagger Osseck – Raised the bar for Cadet Programs Conference 2025 with an outstanding new venue and program.

• Lt Col Steven Angus and team (Lt Col Boyle, Lt Col McCoy, Capt Delgado, Major Cherry, Major Rayden) – Executed the largest encampment in Civil Air Patrol.

• Major Osseck – Hosted our biggest-ever Ultimate Bear & Wing Challenge in October.

• Capt Hockel – Ensured CAWG conducted four NCOS events this year for the first time in California Wing history.

• 1st Lt Grossgold and 1st Lt Penumatsa – Revived Cadet Officers Weekend with tremendous success.

• Capt Hockel and TSgt Mancebo – Re-organized the CWCAC, positioning it for success in 2026 and beyond.

 

These leaders represent only a portion of the volunteers who gave their time, energy, and heart to the Cadet Program this year. To all of you who contributed—thank you. Your service directly impacts thousands of young leaders across California Wing.

Cadet Programs 2026 Update Session

Our Cadet Programs 2026 session was standing-room-only, with over 80 participants in person and 20+ joining remotely. Every minute was packed with information and outstanding questions. As promised, the full slide deck is attached for your reference and to share with your local teams.

Key Events and Announcements for 2026

From the discussion and questions, these four areas stood out:

1) Cadet Programs Conference 2026 (CPC 2026)

📅 13–16 February 2026

📍 Pali Retreat, San Bernardino, CA

This is our flagship event. Expect the largest CPC yet, with national-level interest and participation. Northern California bus details are incoming, and registration will open soon. Please block the dates now!

2) Cadet Officer’s Weekend – A Huge Success!

🐄 Thank you to the 29 cadet officers who participated. They worked hard, had fun, and produced meaningful recommendations to our Wing and Region Commanders. Special thanks to 1st Lt Grossgold, 1st Lt Penumatsa, and the senior staff.

📌 We are exploring a second Cadet Officer’s Weekend in July—details to come.

3) 2026–27 Winter Encampment

Yes—it’s happening. Planning is underway for California Wing’s first winter encampment in nearly two decades. More information will be shared as preparations develop.

4) Emergency Services Leadership Exercise – August 2026

In partnership with CAWG Emergency Services, we are designing a hands-on ES leadership event specifically for cadets to experience command and decision-making in a new operational environment. More details soon.

🔥 CAWG Cadet Strength at an All-Time High

I’m pleased to share that CAWG reached a historic milestone in March 2025, with a record-high 2,298 cadets on our roster. This achievement reflects the exceptional efforts of our squadron leadership teams—both cadet and senior—who consistently deliver engaging, high-quality training experiences week after week.

To every squadron across CAWG: Thank you for your dedication and leadership. The strength and vibrancy of our Cadet Program is a direct result of your hard work and creativity.

To our cadets: Your enthusiasm and commitment to the program inspire us. Please continue to share your Civil Air Patrol experience with your friends—invite them to a squadron meeting and let them see firsthand what CAP has to offer.

2025 Cadet Summer Encampment  – June 21–29, 2025

The 2025 CAWG Summer Encampment will be held 21–29 June at Camp Roberts, CA.  [Link]

This past weekend, 28–30 March, we conducted the Cadre Selection Exercise (CSX) to identify the cadet leaders who will lead this summer’s training. 141 cadets participated in this demanding selection process, with 83 cadets selected to serve as Cadre. We extend our sincere appreciation to every applicant for stepping forward and giving their best.

  …along with their teams for delivering a high-impact selection weekend with ten hours of back-to-back assessments and feedback.

Pacific Region Flight Scholarship Opportunity

The Pacific Region Edwin W. Lewis, Jr. Flight Scholarship [Link] honors the legacy of Col Edwin Lewis, a 56-year CAP member and aviation enthusiast.

• Eligibility: Cadets age 15+ as of 1 May 2025

• Application Period: 1 April – 1 May 2025

• Award: Approximately $2,500 (subject to available funds)

Applicants must submit a brief form and a one-page, double-spaced letter outlining their interest in aviation and progress toward flight goals. Questions may be directed to Col Christine Lee at Christine.lee@pcr.cap.gov.

The CAWG Cadet Competition will be held 11–13 April at Camp San Luis Obispo, led by Lt Col Michael Samuel and team. This no-cost, multi-day event brings together top cadet teams from across CAWG.

Four (possibly five) teams will compete for the chance to represent CAWG at the Pacific Region Cadet Competition at March ARB. Last year, Sq 144 (San Diego) earned the CAWG Commander's Cup and placed 3rd at Pacific Region. Best of luck to this year’s teams—we’ll feature the victors in our next update!

Drill and Ceremonies School (DCS) – 25–27 April

Held at Camp San Luis Obispo, DCS offers three tracks:

• DCS: Foundational skills—commands, PT, Guidon, and more.

• Advanced DCS (ADCS): Leadership-level instruction—drilling a flight, teaching drill, leading PT and Jodies.

• SDCS: (Senior Drill & Ceremonies School) was originally planned for this session but will be postponed in favor of the new CP 101 course.

Advanced Cadet Staff Seminar (ACSS) – 25–27 April

ACSS is the capstone activity in CAWG’s Integrated Leadership Program. This seminar gathers senior cadet officers and experienced seniors to explore high-level topics in leadership, mission development, and strategic thinking.

Objectives:

• Deepen strategic leadership and management skills

• Explore values, mentoring, and vision-building

• Co-develop “BCS 2.0” to shape future cadet training

Eligibility:

• Minimum grade: C/CMSgt (with Achievement 8 complete)

• Completed COBC, RCLS, or COS

• Prior staff service at Encampment, BCS, or ATS

Senior Member Training Opportunity – CPO 101

We are excited to launch a new course for senior members involved—or interested—in Cadet Programs at the squadron or group level. The Cadet Programs Officer 101 course will run concurrently with DCS and ACSS, also at Camp San Luis Obispo.

This hands-on training will cover:

• Essential Cadet Programs functions

• eServices tools and workflows

• Practical guidance for new and experienced CP officers
